简介

张占斌，1962年11月生，吉林通榆人。国家行政学院经济学教研部主任、教授、博士生导师。历史学硕士（吉林大学中国土地制度史专业），经济学博士(中共中央党校政治经济学专业)，经济学博士后(北京大学中国经济研究中心理论经济学专业)。曾在英国约克大学经济系、法国国立行政学院等访学进修。研究方向为政府经济学、发展经济学，研究重点系公共经济与公共政策。曾任中央党史研究室助理研究员、中央政治体制改革研讨小组办公室研究人员、中国（海南）改革发展研究院副部长、副研究员，中国管理科学研究院院务委员、宏观经济管理研究所所长，中国市场经济研究会副秘书长、中国青年实业发展促进会副会长。现在兼任：国家社会科学基金经济学评审组专家、中国公共经济研究会常务副会长、中国行政体制研究会副秘书长、中国国际经济交流中心学术委员、中国行政区划与区域发展促进会专家委员会委员、中共党史研究会常务理事、东北大学博士生导师、吉林师范大学兼职教授、发展中国论坛副主席，部分省、市经济政策顾问、研究员。学术著作学术著作有《中国式崛起》（系列四种）、《博彩业与政府选择》、《股票期权与国有企业激励制度》、《比较优势：中国汽车产业的政策、模式、战略》、《省直管县体制改革的实践创新》、《统筹城乡经济发展》、《中国城镇保障性住房建设研究》等十余种，发表学术和理论文章约三百篇，部分被《新华文摘》、《求是》、《新华月报》、《中国社会科学文摘》、《红旗文稿》、《高等学校文科学报文摘》、《人大报刊复印资料》等转载。科研成果主持或参与世界银行、欧盟、国家社科基金项目、国家软科学基金项目和中央财经领导小组、中央办公厅、国务院办公厅、国家发改委、中央编办、国资委、民政部、国家质检总局、国家行政学院、广东省、海南省、重庆市、国家电网公司、国家开发投资公司、中国商飞公司、中国铝业公司等省部级委托研究课题近30项。有近20项内部报告获国务院总理、副总理、国务委员的批示。
